Cowley played with the Auckland Rugby Academy for three years after he graduated high school. He spent one season with Auckland’s Development team and then made his debut for Manu Samoa against Italy on November 8, 2016.

The 27-year-old has played around the globe, for a number of clubs. He was a crucial mitre 10 cup squad member for the Counties Manakau in New Zealand, as well as for Waikato. Cowley than moved North and spent two seasons with PRO 14 side Cardiff Blues. He has 15 international Caps for Samoa, with three of those coming in their group stage matches of the 2019 Japan World Cup
